Patron Code of Conduct

To allow all patrons of the Pearl River Public Library to use its facilities to the fullest extent during regularly scheduled hours, the Library Board of Trustees has adopted the following rules and regulations.  Any person not abiding by these rules and regulations of the Library may be required to leave the Library premises.

 
PATRONS SHALL:
 
BE ENGAGED IN ACTIVITIES ASSOCIATED WITH THE USE OF A PUBLIC LIBRARY.
Patrons not reading, studying, using library materials and/or computers or other equipment related to library use or participating in a library program may be required to leave the premises.  Patrons who are sleeping may be awakened and required to leave the premises. 
 
RESPECT THE RIGHTS OF OTHER PATRONS.
Any person who behaves in a manner which intimidates other library patrons or otherwise interferes with the operation of regular library activity shall be directed to leave the Library building and grounds. Patrons shall not harass or annoy others through noisy or boisterous activities, by staring at another person with the intent to annoy that person, by following another person about the building with the intent to annoy that person, by playing audio equipment so that others can hear it, by singing or talking loudly to others or to themselves in monologues, or by behaving in a manner which can be reasonably expected to disturb others.  Patrons whose bodily hygiene is offensive so as to constitute a nuisance to library patrons or staff shall be required to leave the building.
 
SILENCE ALL CELL PHONE RINGERS, PAGERS, RADIOS, and similar devices immediately upon entering building.
 
CONDUCT CELL PHONE CONVERSATIONS ONLY IN THE DESIGNATED FRONT LOBBY AREA.
 
OBSERVE DESIGNATED QUIET READING AND STUDY AREAS.
 
PATRONS SHALL NOT:
BRING IN OR CONSUME FOOD OR BEVERAGES(with the exception of water in sealed containers).
SMOKE OR USE TOBACCO OR ANY OTHER SUBSTANCE ON THE LIBRARY PREMISES, which includes all of the outdoor property from the front doors to the town sidewalk.
CONSUME OR BE UNDER THE INFLUENCE OF ALCOHOL OR DRUGS ON THE LIBRARY PREMISES.
CARRY FIREARMS OR WEAPONS, with the exception of law enforcement officers.
INTERFERE WITH THE USE OF THE LIBRARY BY OTHER PATRONS, OR INTERFERE WITH THE EMPLOYEES OF THE LIBRARY IN THE PERFORMANCE OF THEIR DUTIES.
DEFACE OR DAMAGE LIBRARY MATERIALS, including, but not limited to, print and audiovisual material or other items in the Library, nor shall they deface or in any way destroy or damage Library furnishings, walls machines, or any other Library property.
BE IN THE BUILDING WHILE IN SUCH A STATE OF DRESS OR CLOTHING THAT THE PATRON INTERFERES WITH LIBRARY OPERATIONS AND CAUSES A DISTURBANCE.  (SHOES AND A SHIRT ARE REQUIRED IN ALL INSTANCES.)
BRING PETS OR ANIMALS INTO THE LIBRARY BUILDING(other than service animals).
RUN, SKATE OR RIDE SKATEBOARDS, SCOOTERS, etc, IN THE LIBRARY BUILDING.  No such items are to be left in the lobby as they pose a safety hazard.  Bicycles are to be secured to the outdoor bike rack provided.
 SOLICIT FUNDS FOR ANY PURPOSE.
POST OR DISTRIBUTE POLITICAL, CAMPAIGN, OR RELIGIOUS MATERIAL OR SIGNS OF ANY TYPE ANYWHERE IN OR OUTSIDE OF THE BUILDING EXCEPT IN LOBBY WITH PERMISSION OF DIRECTOR OR HIS OR HER DESIGNEE.

POST OR SOLICIT SIGNATURES FOR PETITIONS. 

FILM OR PHOTOGRAPH PUBLIC OR STAFF INSIDE THE BUILDING WITHOUT PRIOR PERMISSION, except for public events held in community room.

CONDUCT A FOR-PROFIT COMMERCIAL BUSINESS OR ENTERPRISE.

Patrons shall be responsible for any fines, fees, or other charges incurred by them in accordance with the Library’s standard schedule.  Failure to pay these fines will result in the suspension of borrowing privileges.  Patrons are also expected to pay for all printouts and photocopies made.
Any materials removed from the library must be checked out on the patron’s valid Library card.
Library staff reserves the right to inspect all bags with reasonable cause.
Library staff may request proper identification be shown.
Visitors should not enter staff areas without permission.
The Library is not responsible for patrons’ personal belongings.
Patrons shall adhere to Internet Use Policy and Computer Use scheduling regulations.
Any person who conducts him or herself or behaves in a manner which intimidates other library patrons or otherwise interferes with the operation of regular library activity shall be directed to leave the Library building and grounds.  Anyone who threatens physical harm or attempts harm to another shall be directed to leave the Library immediately.  In addition no person shall block or otherwise interfere with the pedestrian ingress and egress to and from the Library across the public walks which serve the same.
Children are expected to adhere to all Patron Policies.  Parents, caregivers and/or baby sitters are responsible for the behavior of all children in their charge (see "Library Unattended Child Policy”).  Children who violate Library policies shall be asked to leave the Library premises and may have their Library privileges suspended or revoked.
Patrons with special developmental needs which require individual supervision are to be adequately supervised by a counselor or caregiver during their visit.
Any patron not abiding by these or other rules and regulations of the Library may be required to leave the Library premises. Library employees will contact the Orangetown Police for assistance in such matters if the person refuses to leave or if it is deemed advisable and necessary.
Any patron who violates these rules and regulations may be denied the privilege of access to the Library by the Library Director. A patron whose privileges have been denied may appeal to have the decision reviewed by the Board of Trustees in accordance with separate procedures established by library policy.
